Notice on Implementation of Ten Strict Measures for Epidemic Control
In order to further implement the Level-1 major public safety emergency response of Zhongshan City and Guangdong Province, effectively curb the spread of the novel coronavirus pneumonia(NCP), protect people’s life safety and health, Ten Strict Measures for Epidemic Control will be implemented in the administrative areas of Zhongshan City during the emergency period. The Ten Measures are as follows:
I. Strict Control of Road Traffic. Designated roads will be closed temporarily, where no vehicles will be allowed, except ambulances, emergency security, fire trucks, law enforcement and those used for epidemic prevention and control defined by Zhongshan NCP Prevention and Control Command Headquarters. Entrances and exits of inter-city roads and villages/communities passages will be reduced. In principle, each village/community shall only has one passageway, which should be guarded by designated personnel 24 hours a day.
II. Strict Control of Villages/Communities and Residential Quarters. All villages/communities and residential quarters will implement the management of open-ended lock-downs. Access management of persons and vehicles will be strengthened. Incoming persons and vehicles, including but not limited to express deliverymen, take-out deliverymen and their vehicles, will be restricted Personnel on duty shall strictly check every incoming person’s ID, travel history and temperature, and, if any person’s temperature is higher than 37.3℃, shall register his/her information and immediately report to the village/community.
III. Strict Control of Public Places. All public places, indoor culture, entertainment and other gathering places and shops which are not necessary for the lives of residents shall be closed, and the opening time of places such as farmer’s markets, oil and grain stores, supermarkets and pharmacies shall be subject to reasonable arrangements. Control of public places like supermarkets and farmer’s markets will be strengthened and people entering such public places must wear masks and have their body temperatures checked. Contactless delivery of parcels and take-out food will be launched. All delivered items are required to be put in areas designated by the villages/residential quarters for centralized storage and management, and will be collected by the customers themselves.
IV. Strict Control of Rental Houses. The control measures on rental houses and serviced apartments shall be put in place and primary management responsibility of rental houses and serviced apartments will be on landlords. Landlord must immediately report to the village/community their tenants’ information once they return to Zhongshan from outside of Guangdong. Landlords, who fail to fulfill the responsibility of reporting in accordance with the requirements, will be held accountable, if epidemic infections occur in their rental houses or serviced apartments.
V. Strict Control of Gathering. Gatherings for happy occasions shall be called off and funerals shall be done in a simple manner. Special circumstances shall be reported to the Epidemic Prevention and Control Command Office of the local town. Gathering activities are forbidden in villages/communities.
VI. Strict Control of Personal Information Reporting. All people returning to Zhongshan from outside of Guangdong shall report to your respective residential quarter or village/community within one hour after arrival at the residential address/destination. Persons who have symptoms like fever or cough shall immediately report your symptom and information and accept treatment in the local fever clinic. Any person who hides epidemic-related information will be liable for their conduct.
VII. Strict Control of Resumption of Work of Enterprises. Enterprises will be the primary entity responsible for enterprise epidemic control. Enterprises shall implement the closed-off management to reduce contact between employees and the outsiders. Production-line workers shall not be permitted to leave the sites of their enterprises. Restrictions on going out and on contact with production-line workers shall be put in place for other employees. Outsiders are not allowed to enter the plants and the living areas.
VIII. Strict Control of Isolation1 and Observation. Persons returning from or passed by the key outbreak areas shall stay at home for a 14-day quarantine. Isolation shall be implemented strictly without people under isolation going out. People who violate the isolation rules will be held liable for their conduct. Residential quarters and villages/communities shall be responsible for relevant services, control and supervision.
IX. Strict Control of Going-out. Zhongshan residents shall not visit friends, gather in one place, dine out together and go out to public places. Each household, except the ones under isolation, may appoint one family member to go out for groceries once every other day, and other members shall not go out unless for a special circumstance. Residents who go out shall wear face masks and take proper protective measures.
X. Absolute Accountability. Party members and cadres, public officials, deputies to the People’s Congress at all levels, members of People’s Political Consultative Conference at all levels and community/village officials must play an exemplary role in strictly implementing requirements and measures of curbing the epidemic and mobilize their families, relatives and neighbors to do the same. People who do not cooperate with epidemic management or obstructs the implementation of strict control measures shall be investigated for responsibility according to law.
The lift time of the above-mentioned strict control measures will be informed based on the situation of epidemic prevention and control.

新型コロナウイルス感染防止・コントロールの取り組みを全力で推し進め，市民の皆様の生命・身体の安全を保障し、また公共の利益を守るため、広東省の重大突発性公共衛生事態の最高レベル対策に基づき、中山市は以下10つの措置を実施する。
一、公共交通機関管理について
通路を一部臨時閉鎖する。許可を受けた医療、消防、緊急保障車、公務用車を除き、閉鎖地域の通行は禁止。居住区（村・コミュニティ）の対外通行ルートを减らし、原則として居住区ごとに1つの通行ルートを保留する。専門スタッフを手配し、通行状況を24時間監視する。
二、居住区（村・コミュニティ）管理について
すべての居住区（村・コミュニティ）で「封閉管理」措置を実施する。具体的には、人や車両の出入りを管理すること及び、居住区に関係のない業者、住民及びそれらの車両の進入を制限すること（宅配員や出前配達業者、およびその車両も制限対象）。各居住区の入り口には体調検査地点を設け、住民は滞在歴を報告し、身分証を提示することが必要となる。体温３７．３度以上の場合、速やかに居住区の委員会等へ報告する。
三、公共場所の管理について
基本生活に必要のない公共場所、文化、娯楽など人の集まり場所、店舗などはすべて閉鎖し、野菜・肉・果物市場、スーパーマーケット、薬局などは合理的な営業時間を設定する。公共場所に入る場合、マスクの着用や体温の測定が必要となる。宅配便や出前などは無接触配送を行い、宅配員や出前配達業者は、配達物を居住区管理者が指定した場所に置き、利用者は指定場所に行き受け取ってください。
四、賃貸住宅の管理について
賃貸住宅やマンションの管理を徹底し、家主は管理者として感染予防措置に責任を負う。外省から中山市に帰る住民に対して、家主は規定による速やかにコミュニティに住民の情報を報告しなければならない。疫病が発生した場合、報告しなかった管理者は法に基づいて責任を追及される。
五、人の集まり禁止について
慶事はすべて中止し、弔事はすべて簡略にし、特殊な状況にある場合、所在地の肺炎予防作業指揮部の批准が必要となる。居住区（村・コミュニティ）での集合活動は厳禁となる。
六、個人の報告義務について
省外から中山市に戻るすべての人は、居住地（目的地）に到着する1時間以内に、居住区（村・コミュニティ）に報告しなければならない。発熱、咳などの症状がある場合、病院の発熱窓口で受診してください。故意に病気を隠す場合、法に基づいて責任を追及される。
七、作業再開の管理について
企業は管理者として感染予防措置に責任を負う。企業は閉鎖管理を行い、社員と外部との接触を減少させ、生産ラインの従業員の外出を禁止し、他部門の従業員の出入りを制限するとともに生産部門の従業員との接触機会を減らす。また、外来人員に対し、生産区、生活区は立ち入り禁止。
八、隔離監視措置について
重点感染確認区域（重点感染確認区域経由を含む）から戻った者は、自宅で１４日間の健康観察期間を設けなければならず、隔離期間中は外出を厳禁する。隔離の規定に違反した場合、関係者の責任を追及する。居住区（村・コミュニティ）の委員会は、自宅隔離措置を受けている者に対し、管理、監視及び適切なサービスを提供してください。
九、住民の外出管理について
他人の家を訪問しない、集まらない、会食をしない、外出しない。各家庭（自宅隔離家庭を除く）は2日間に1人を生活生活に必要な物資を買うことができ、他の人は特別な状況のない場合外出禁止。外出は必ずマスクを着用し、確実に予防措置を講じなければならない。
十、責任について
共産党員幹部、公務員、人民代表大会代表、政治協商会議委員、コミュニティ（村）の幹部、自らが模範となるように心掛け、家族、親戚また周辺住民に政府の予防対策を宣伝し、共同で政府の要求を実行しなければならない。感染症予防・コントロールの規定に反した者は、法に基づいて厳格に責任を追及される。
上記禁止措置の解除時間は状況による別途通知。

광동성정부과중산시정부의중대돌발공공안전사건1급대응의요구에호응하여중산시우한폐렴(신종코로나바이러스감염증)예방통제사업을추진하고시민의생명안전과신체건강을수호하기위하여비상시기에비상대책을적용하기로결단하고현시점부터중산시행정구역내에서전염병통제”10엄”조치를실시하게됨을하기와같이통고한다.
1.모든도로교통에대하여엄격히통제한다.
중산시부분도로에대하여임시단속조치를취한다. 전염병예방통제, 의료구호, 응급보장, 소방구원, 공공사무사법및중산시전염병예방통제지휘부에서지정한차량을제외한모든차량은단속조치를취한도로를일절통과할수없다.중산시대외교통출구,행정촌(주거단지)대외교통출구를줄이고기본적으로행정촌(주거단지)는대외교통출구를1개만남기는동시에24시간전문인원을배치하여당직을서도록한다.
2.행정촌(주거단지)와주택단지에대하여엄격히통제한다.
모든행정촌(주거단지)및주택단지에대하여일절봉쇄관리를실시하며사람과차량출입에대한관리를강화하여외부의사람과차량(택배및음식배달인원및차량제외)의진입을통제한다.당직요원은모든출입자에대해“2검1측”(신분검사,행적검사,체온검측)을엄격히집행하며체온이37.3도이상일경우메모을남기는동시에소재관할행정관리부서에즉시보고한다.
3.공공장소에대해엄격히통제한다.
시민과거주인의생활필수가아닌모든공공장소,실내오락장소등인파가모일수있는장소및점포는일절폐쇄한다.재래시장,식량가게,슈퍼,약점등장소는영업시간을합리하게조정한다.슈퍼,재래시장등공공장소에대한통제를강화하여출입시반드시마스크를착용하고체온을검측한다.택배및음식배달시반드시무접촉배달을해야하며물류배송되는물품은지정구역에집중보관및관리를실시하여고객스스로영수토록조치한다.
4.임대주택에대한관리를엄격히통제한다.
세방및호텔식아파트에대한관리를엄격히통제하여집주인의관리책임을확실하게한다.세집주인은광동성외호적자가설후중산시에복귀해입주할경우즉시행정촌(주거단지)관리부서에입주자정보를보고해야한다.세방이나호텔식아파트에전염병이발생할경우해당집주인이관련규정에따른보고가없었을경우일절책임을묻게된다.
5.모임행사에대해엄격히통제한다.
“경사”(혼사/길사)모임은일절중단하며“상사”(장례식)은일절간소화하며특수사정은소재지역(鎭/區)전염병통제지휘부에허가를받도록한다.행정촌(주거단지)서인파가모이는집회나모임행사는일절금지한다.
6. 개인의건강상태보고를엄격히통제한다.
광동성외지역에서중산시에복귀한자는거주지(목적지)에도착하는1시간내로거주지관할소속행정촌(주거단지)관리부서에관련사항을보고해야한다.발열,기침등증상이있을경우즉시소재지인근병원에이동하여발열검진을받아야하며일부러숨긴사실이드러날경우관련책임을추궁한다.
7.직장복귀작업자에대해엄격히통제한다.
기업조직의전염병예방통제책임을다지고기업체는밀폐관리를실시하여기업내직장인및작업자의대외접촉을엄격히통제한다.제조업체의라인작업자의공장외출을금지하며기타인원들의공장출입을통제하여작업자사이의교차접촉을줄이며외부인공장구역및거주구역진입을금지한다.
8.격리감시조치를엄격히통제한다.
전염병발원지나중심지역에서복귀한자또는그지역을경유한자에대한14일간자택격리감시를철저히실행한다.밀폐식격리를실시하며격리감시기간내외출은절대금지한다.격리규범을어긴자에대해서는본인과관련요원들에책임을묻는다. 해당주택단지, 행정촌(거주단지)에서는관련지원서비스, 통제관리, 감독책임을져야한다.
9.거주민의외출에대해엄격히통제한다.
거주민은자각으로동네방문,행사모임,회식모임,외출을금지한다.가정(자택격리중인가정을제외)단위로2일간격으로1가에서1인파견하여필수품구매목적으로외출하는외특수사정없이는일절외출을금지한다. 외출시반드시마스크를착용해야하며개인방역조치를철저히취하도록한다.
10.문책관리를엄격히한다.
당원간부, 공직자, 인대대표, 정협위원, 지역(촌)부서요원등은반드시솔선수범하여자기개인및가족, 주변에대한관리를철저히하여전염병예방통제사업에적극호응하며관련규정을엄격히지켜야한다. 전염병통제관리를거절하거나관련조치집행에장애되는행위가있을경우법에따라엄격히문책할것이다.
이상금지조치은전염병예방통제상황의진전에따라그해제시점을별도로통보한다.

Con el fin de fomentar la implementación de los requisitos de respuesta de primer nivel para las emergencias de seguridad pública de la provincia y la ciudad, prevenir eficazmente la propagación de la epidemia de neumonía del nuevo coronavirus en nuestra ciudad y proteger la vida y salud del pueblo, se implementarán las medidas extraordinarias en estos tiempos extraordinarios. A partir del hoy, las "Diez Medidas Estrictas" para el control de la situación epidémica se implementarán dentro del área administrativa de la ciudad de Zhongshan. Se reforzará el control en los supermercados, los mercados y demás lugares públicos. Al salir y entrar serán obligatorios ponerse mascarillas y medir la temperatura corporal. Los paquetes de correo y la comida a domicilio serán entregados sin contacto personal. Los artículos que se entreguen deberán dejarse en designados lugares para su almacenamiento y gestión concentrada y serán los habitantes los que recogerán luego los artículos.
4. Estricta medida de control para el alquilamiento de apartamentos. Los apartamentos de alquiler y apartoteles deberán tomar medidas de gestión decontrol y los propietarios deberán asumir sus responsabilidades. Para los inquilinos que hayan regresado de otras provincias, el propietario deberá informar de forma inmediata la información de dichos inquilinos a la aldea (comunidad). Si ocurran casos epidémicos en los apartamentos de alquiler o apartoteles y sus propietario no informen la situación epidémica según las estipulaciones, los propietarios asumirán las responsabilidades.
5. Estricta medida de control para la concentración de personas. Se pararán todas las bodas y se simplificarán los funerales. En casos especiales, deberán informar a las autoridades dirigentes de la prevención y control de la neumonía de los distritos donde se encuentren para lograr sus autorizaciones. Será estrictamente prohibido llevar a cabo actividades multitudinarias en las aldeas (comunidades).
6. Estricta medida sobre la información de la situación personal. Todas las personas que hayan regresado a Zhongshan desde otras provincias deben informarse al barrio o aldea (comunidad) donde viven dentro de una hora de su llegada. Si presentan síntomas de fiebre o tos, deben informarse al barrio o aldea (comunidad) de forma inmediata y acudir a la clínica de fiebre del área donde se encuentran. Las personas no pertenecientes a las empresas están prohibidas la entrada en las zonas de trabajo y vida.
8. Estricta medida para el aislamiento y supervisión. Las personas que hayan regresado de las zonas clave de la epidemia o hayan pasado por dichas zonas, deben quedarse aisladas en casa durante 14 días. Durante el aislamiento absoluto están estrictamente prohibidas salir de casa. En cuanto a los casos que violen las regulaciones de aislamiento, las personas correspondientes asumirán las responsabilidades. Los barrios residencias y aldeas (comunidades) se encargarán de llevar a cabo los servicios, gestión, control y supervisión correspondientes.
9. Estricta medida para la salida de casa. Los habitantes deben cumplir los requisitos de no hacer visitas a otros, no asistir a reuniones, no comer junto con mucha gente y no salir de la casa. Cada familia (excepto las familias que estén sometidas al aislamiento en casa) cada dos días puede asignar a un miembro familiar a salir de casa a hacer las compras de vida, mientras que el resto se queda en casa excepto situaciones especiales. Al salir de casa debe ponerse mascarillas según las estipulaciones y llevar a cabo las medidas protectoras.
10. Estricta medida de la aplicación de las responsabilidades. Los militantes del Partido, funcionarios, representantes de la Asamblea Popular, miembros del Consejo Consultivo Político del Pueblo Chino y cuadros de comunidad (aldea) deben desempeñar un papel ejemplar guiando a la familia y parientes, promoviendo a los vecinos a cumplir las estipulaciones y ejerciendo todas las exigencias del control. Los que no obedezcan a la administración o estorben la aplicación de las medidas mencionadas, asumirán las responsabilidades de forma rigurosa de la ley.

为进一步落实省、市重大突发公共安全事件一级响应要求，有效防止我市新型冠状病毒感染的肺炎疫情扩散蔓延，切实维护人民群众生命安全和身体健康，非常时期执行非常措施，现决定自即日起，在中山市行政区域范围内实行疫情管控“十严”措施。现将有关事项通告如下：
一、道路交通管控一律从严。对我市部分指定道路实行临时管制，除疫情防控、医疗救护、应急保障、消防救援、公务执法以及市疫情防控指挥部已明确规定的车辆外，一律不得在管制路段通行。减少市际、村（社区）对外通行路口，原则上每村（社区）保留一个通行路口，安排专人24小时值守。
二、村（社区）、居住小区管控一律从严。所有村（社区）、居住小区一律封闭管理，加强人员及车辆出入管理，限制非本村（社区）、居住小区的人员及其车辆（包括但不限于快递员、外卖员等人群及其车辆）进入管理区域。值守人员要对所有进出人员严格执行两查一测（查身份、查来向、测体温）；体温超过37.3摄氏度的，做好信息登记并迅速向所在村（社区）报告。
三、公共场所管控一律从严。非涉及居民生活必需的公共场所、室内文化、娱乐等聚集场所、商铺一律关闭，农贸市场、粮油店、超市、药店等场所合理安排营业时间。加强超市、农贸市场等公共场所管控，出入必须戴口罩、测体温。快递、外卖等实行无接触配送，所配送的物品应送至指定区域集中存放管理，由客户自行领取。
四、房屋出租管控一律从严。出租屋及酒店式公寓管控措施必须到位，落实房东主体责任。对于从省外返回中山的住户，房东要按规定第一时间向村（社区）报告住户信息。出租屋及酒店式公寓出现疫情，而房东没有按规定履行报告责任的，一律追究房东责任。
五、人员聚集管控一律从严。“红事”一律停办，“白事”一律从简，特殊情况必须报所在镇区疫情防控指挥部审批。严禁在村（社区）进行聚集性活动。
六、个人报告情况一律从严。所有从省外返回中山人员一律在到达居住地（目的地）1小时内主动向居住小区、村（社区）报告。如出现发热、咳嗽等症状时，必须第一时间报告并到所在地发热门诊就诊，故意隐瞒的将追究法律责任。
七、复工企业员工管控一律从严。压实企业主体责任，企业要封闭管理，减少员工与外界接触。生产性岗位员工禁止外出，其余人员限制出入及与生产性岗位员工的交叉接触，禁止外来人员进入厂区、生活区。
八、隔离监测措施一律从严。从疫情重点区域返回或曾途经疫情重点区域的人员，必须进行居家隔离14天。实施封闭式硬隔离，隔离期间严禁外出。对于违反隔离规定的，一律追究相关人员责任。居住小区、村（社区）负责做好相关服务、管控和监督。
九、居民外出管控一律从严。居民必须做到不串门、不集聚、不聚餐、不外出。每户家庭（居家隔离家庭除外）每两天指派1名家庭成员外出采购生活物资，其他人员无特殊情况不得外出。外出必须按规定戴口罩，切实做好防护措施。
十、责任追究一律从严。党员干部、公职人员、人大代表、政协委员、社区（村）干部必须以身作则，发挥模范作用，管好自己、家人、亲属，带动周边居民响应号召，执行各项严控要求。拒不服从管理、妨碍执行严管措施的，依法从严追究责任。
上述禁止性措施解除时间视疫情防控形势另行通知。
