Notice on Strengthening the Management of Safe and Orderly Resumption of Work of Enterprises
In order to implement the first-level response to major public health emergencies in Guangdong Province, effectively prevent the spread of pneumonia infected by the novel coronavirus, consolidate the main responsibility of enterprise to epidemic prevention and control, and promote the safe and orderly resumption of work of enterprises in Zhongshan, the relevant matters are hereby notified as follows:
At present, we are in a serious situation to control and prevent the novel coronavirus pneumonia. In order to reduce gathering of people in the workplace and to cut the risks of the spread and transmission of the epidemic, “Three Encouragements, One Must, One Prohibition” should be adhered to.
Three Encouragements: 1. encourage enterprises to reasonably delay resumption of work if they are not necessary for epidemic prevention and control or not necessary for the livelihood of the public; 2. encourage enterprises to properly arrange the time of resumption to avoid peak periods and to inform workers of noncritical positions to return for work after an appropriate delay; 3. encourage enterprises with sufficient conditions to adopt home office through flexible ways like telephone and internet.
One Must: During the epidemic prevention and control period, enterprises that plans to resume operation must be put on record for management. Enterprises shall strictly observe the Guidelines of Guangdong Province on Prevention and Control of Key Peoples in Key Places of Novel Coronavirus Pneumonia, shall ensure “four in place” (prevention and control mechanism in place, staff screening in place, facility and material supply in place and internal management in place) and shall be registered by the local town or distrcit’s epidemic prevention and control command office before they resume operation.
One Prohibition: Enterprises are prohibited to resume operation if they do not meet “four in place” or are not registered.
I. Conditions for enterprises to resume operation
Except for the types of enterprises defined in Article 1 of Document YFMD〔2020〕No. 6, enterprises that apply for resumption of work after 24:00 on February 9 and before the first-level response of Zhongshan is lifted must meet the following conditions.
(I) Prevention and control mechanism in place. Enterprises shall clearly define an internal responsibility mechanism for epidemic prevention and control, establish an epidemic prevention and control management system, clarify the responsibilities of main person in charge, the persons in charge of different departments and the persons in charge of different workshops, and formulate emergency plans for epidemic prevention and control and implementation plans for resumption of work.
(II) Staff screening in place. Enterprises shall strengthen monitoring of health of employees who return for work, persuade employees who are from or have been to outbreak places of the epidemic or have a close contact with the epidemic not to return to Zhongshan in the current situation, establish “one file for one person” for employees who have returned from or have been to outbreak places of the epidemic or have a close contact with the epidemic and ensure those employee to be isolated for a 14-day observation and to maintain a normal body temperature by measurement before they return to work.
(III) Facility and material supply in place. Enterprises shall prepare necessary prevention and control facilities and materials and secure supply of facilities and materials such as masks, thermometers and disinfectant. Enterprises shall set an isolation zone. Enterprises with collective dormitories shall set a temporary isolation zone that have independent rooms as an isolation accommodation for each employee returning from an outbreak place of the epidemic; enterprises with no such condition shall urge their employees to stay at home or lodge in a designated hotel or place of each town or distrct for a 14-day medical observation isolation.
(IV) Internal management in place. Enterprises shall implement closed management to reduce the contact between employees and the outside, prohibit employees of production positions from going out, restrict the entry and exit and contacts with employees of production positions of others and forbid outsiders from entering the plant and the living area. Enterprises shall maintain a good management of ventilation, disinfection and sanitation in workplaces and the management of the isolation zones. Employees must wear masks when working. Enterprises shall set a temperature taking spot to monitor each employee’s health each day and report the situation according to the requirements. Enterprises shall strengthen the management of sanitation in the staff canteen, arrange employees to have meals individually in separated times. Enterprises with canteen to supply meals shall distribute separate meal for each employee; enterprises without canteen shall order food for employees and distribute separate meal for each employee, so as to avoid gathering of employees for meals. Enterprises shall establish and implement the personal protection knowledge training system for all employees before resumption of work in accordance with the Guidelines on Prevention and Control of Novel Coronavirus Pneumonia.
II. Procedures for registration of resumption of work
Enterprises of all types in Zhongshan that meet the above-mentioned conditions and want to resume operation shall submit their applications to their town or district at least 2 days in advance. Materials include a work Resumption Registration Form (scan the QR code hereunder to download Attachment 1), and a Commitment of Epidemic Prevention and Control for Resumption of Work (scan the QR code hereunder to download Attachment 2). Enterprises can only resume work after an on-site check of the materials and approved registration. Detailed procedures for registration will be formulated by every town and district. Consultation regarding the registration is available and provided by the epidemic prevention and control consulting hotlines of each town and district (scan the QR code hereunder to download Attachment 3). Registration of construction and engineering projects under municipal administration such as housing, transportation and water affairs shall be conducted by construction units to their related industry administration departments.
III. Implementation of Primary responsibilities of enterprises
Each enterprise shall earnestly shoulder the primary responsibilities for epidemic prevention and control and shall follow the Guidelines on Prevention and Control of Novel Coronavirus Pneumonia (details are available at the website of Health Commission of Guangdong Province) to strictly implement epidemic prevention and control measures, make sufficient preparations before resumption of work, enhance daily management after resumption of work, adopt reasonable plans for production and arrangements for protection for employees and strengthen safety in production. Each enterprise shall report immediately once a suspected case is found, take corresponding measures such as isolation, and resolutely avoid the occurrences of hiding, omission and untimely treatment of epidemic infections. Each enterprise shall consciously accept social supervision and inspection by the authorities. Enterprises shall bear legal liabilities if they resume operation without meeting “four in place” or being registered or they fail to shoulder the primary responsibilities for epidemic prevention and control in accordance with the requirements or if adverse consequences such as a major risk against epidemic prevention and control or a confirmed case occur as a result of their failure to be in compliance with the requirements.
The time to lift the registration measure for resumption of work mentioned in this notice will be informed based on the situation of epidemic prevention and control. This notice is subject to the interpretation of Zhongshan Novel Coronavirus Pneumonia Prevention and Control Command Headquarters.

中山市、企業の安全かつ秩序ある操業再開管理の強化に関する通知
新型コロナウイルスによる肺炎の感染防止・コントロールの取り組みを全力で推し進め、企業の責任を明確し、安全かつ秩序ある操業再開するため、広東省の重大突発性公共衛生事態の最高レベル対策の要求に基づき、以下のことを通告する。
現在、新型コロナウイルスの感染状況は厳しく、作業現場の人員の集まりや感染の拡大のリスクを減らすため、「三つの提唱、一つの必須、一つの厳禁」という方針を堅持することになる。
三つの提唱：
（１）非感染の予防・コントロールに必須、非市民の生活必需およびその他の民生に関わる重要な関連企業は適時に休業を延期すること。（２）ラッシュを避ける出勤体制を作り、非主要職位の社員の出社を延期すること。（３）条件のある企業は電話、ネットなどを通じて在宅勤務を行うことを提唱する。
一つの必須：
疫病予防・コントロール期間中に操業を再開予定の企業に対して届出制を実施する。企業は広東省新型コロナウイルス感染による肺炎の重点場所、重点人群を対象とする予防・コントロールガイドラインに従って、予防・コントロールの体制を作り上げ、徹底的に健康調査を行う、防疫物資の確保、内部管理の徹底という「四つの条件」を全部満たすと同時に所在地の鎮（区）予防作業指揮部に操業再開届出申請を提出し、同意を得たうえで業務を再開することができる。届出審査を経ていない企業は、無断で業務を再開してはいけない。
一つの厳禁：
以下四つの再開条件を満たさない、また政府に届出を提出していない企業の操業再開を厳禁する。
一、企業の操業再開の条件について
広東省政府が発表された〔2020〕6号文の第一条に規定された企業以外（詳細）は、2月9日24時以降、市の重大突発性公共衛生事態の最高レベル対策が解除される前に操業再開を申請する場合、次の条件を満たさなければならない。
（一）予防・コントロール体制を作り上げ
企業は疫病防止・コントロールの内部責任明確にし、予防・コントロールの管理システムを構築し、主要担当者、普通担当者及び各部門・生産組の担当者の責任を明確にし、疫病予防・コントロールに向けた緊急対策及び操業再開の実施方案を制定する。
（二）徹底的に健康調査を行う
職場復帰・業務復帰人員の健康モニタリングを強化し、感染状況が深刻な地域への旅行史、居住史がある従業員に対して、中山市への帰還時期を見合わせ、帰還時期については別途通知を行う。すでにその地域の人と密接に接触したことがある従業員に対し、企業は登録を行い、「一人に一つのファイル」を確立し、１４日間の隔離観察を行い、隔離観察期が終わった後に、症状がなければ、正常に勤務することができる。
（三）防疫物資の確保。
企業は新型コロナウィルス感染による肺炎の予防・抑制に必要な物資を保障し、マスク、温度計、消毒薬・機械など感染対策の物資準備を強化する。集団寮がある工業企業は臨時隔離寮を手配し、疫病発生区域からの復帰人員に対して単独隔離室を設置する。単独隔離室の設置が難しい場合、従業員を在宅隔離や各鎮区指定されたホテルや場所で14日間の隔離観察を行う。
（四）内部管理の徹底
企業は閉鎖管理を実施し、社員と外部との接触を減らす。生産ラインの従業員の外出を禁止し、他部門の従業員の出入りを制限するとともに生産部門の従業員との接触機会を減らす。外来人員に対し、生産区、生活区は立ち入り禁止。また、定期的に風通しを行い、消毒、衛生管理及び隔離区域の管理をしっかりと行う。従業員はマスクを着用して出勤しなければならない。温度測定点を設立し、毎日体温測定を行わなければならず、かつ検査測定記録を保留しなければならない。食堂の衛生管理を強化し、時間帯に分けて食事をし、独立供給を提唱し、集中的に食事をすることをできるだけ避ける。なお、新型コロナウイルス感染による肺炎ガイドラインに基づき、操業再開前に個人保護知識全員研修制度を制定する。
二、企業の操業再開届出について
全市の各種企業の操業再開について、上記の条件を満たす場合、少なくとも操業再開2日間前に企業所在地鎮区に届出申請を提出する必要がある。「企業操業再開届出表」（文末のコードをスキャンして、添付ファイル1をダウンロードできる）と「操業再開企業疫病状況防止承諾書」（添付ファイル2）を提出し、現場で再確認した後、操業再開することができる。具体的な流れは各鎮によって制定され、もし不明な点があれば、担当部門にお問い合わせください（電話番号は添付ファイル3をご参照）。住宅、市政、交通、水など市の建設工事プロジェクトは、市の各業界主管部門に届出手続きを行う。
三、企業の主体責任明確について
企業は全面的に主体責任を遂行し、厳格に『新型コロナウィルス感染による肺炎予防・コントロールガイドライン』(広東省衛生健康委員会ウェブサイトに公開されている)の関連要求に従い、業務再開前に十分な準備を整い、業務再開後日常の管理を強化し、病例発見後に速やかに報告、隔離し、各種の感染予防・コントロール対策を徹底する。また自覚的に社会監督や政府の検査を受ける。「4つの条件」を満たさない、届出審査を経ていない企業は、無断で業務を再開することで、感染者や疫病予防に関する重大なリスクが発生した場合、该当企業は関連法律責任を追及される。
上記措置の解除時間は状況による別途通知。本通告の解釈権は中山市新型コロナウイルス感染による肺炎の予防作業指揮部弁公室に属する。

광동성정부의 중대돌발공중위생사태1급대응조치 관련 요구에 따라 신형 코로나 바이러스 전염병예방통제를 확실히 강화하고 기업의 전염병예방통제 관련 주체책임을 다져 중산시 기업들의 안전하고 질서있는 생산재개을 기하는 목적으로 하기와 같이 관련 사항을 통고한다.
당전 신형 코로나 바이러스 전염병예방통제의 엄중한 상황에 직면하여 작업장소의 모임을 줄이고 전염병전파와 확산을 줄이기 위하여 “3권장,1필히,1금지”를 지켜야 한다.
3권장：전염병예방통제 필수 및 시민생활 필수 관련 기업이 아닐 경우 생산재개 날자를 뒤로 지연할 것을 권장함; 기업생산재개 절정기를 피하여 생산재개시점을 조정하며 직장부서의 필요성을 구분하여 부분적인 직원이나 작업자는 직장복귀를 뒤로 지연할 것을 권장함; 여건이 있는 업체서는 전화,인테넷 등 다양한 수단을 이용하여 재택근무를 도입할 것을 권장함.
1필히：전염병예방통제기간내 생산을 재개할 기업에 대하여 등록관리를 실행하며 업체는 반드시 광동성 신형 코로나 바이러스 전염병예방통제 대책 위 주요장소,주요군중에 대한 예방통제 지침에 따라 예방통제시스템 구성 확보,종업원 선별조사 확보,시설재원 확보,내부관리 확보 등 “4가지 확보”를 확실히 하며 소속지역鎭/區전염병예방통제지휘부에 등록하여 허가받은 뒤에 생산을 재개 할 수 있다.
1금지：“4가지 확보”조건 미달이거나 등록수속 없는 생산재개는 금지한다.
1.생산재개조건
광동성정부시행령(粤府明電〔2020〕6號文)제1조에 명시한 기업유형（참조）에 부합되지 않은 업체는 2월9일24시 이후, 중산시 1급 전염병예방통제대응조치 해제 이전에 생산재개를 신청 할 경우 하기 조건을 만족시켜야 한다.
（1）예방통제시스템 확보.
기업내 전염병예방통제 관리시스템과 조직을 확보하고 총괄 책임자, 실무담당자 및 각 부서/작업그룹의 담당자 직책을 확실시 하고 긴급대응책과 생산복귀대응책을 제정한다.
（2）종업원 선별조사 확보.
기업내 직장복귀 종업원에 대한 건강상태 선별조사 및 감시작업을 강화하며 전염병발원지나 중심지역에서 복귀하거나 관련지역 방문이력이 있는자 및 전염병환자 접촉이력이 있는자 대해 중산시 복귀를 일단 지연하도록 권고한다. 또 전염병발원지나 중심지역에서 복귀하거나 관련지역 방문이력이 있는자 및 전염병환자 접촉이력이 있는자는 “1인1파일”의 서류를 작성하여 14일 격리감시 및 체온검사가 정상일 경우 직장에 복귀하도록 조치한다.
（3）시설재원 확보.
전염병 예방통제에 필요한 시설과 재원을 준비하고 마스크, 적외선온도계, 소독액 등을 확보한다. 또 격리감시장소를 확보하며 내부기숙소가 있는 업체는 임시격리감시장소를 마련하고 될수록 동떨어진 방을 임시격리감시장소로 설치한다. 여건이 없는 업체는 종업원이 자택에서 격리감시하도록 감독하거나 지역부서에서 지정한 호텔,거주지 등 격리감시장소에 이동하여 14일간 격리감시를 받도록 독촉한다.
（4）내부관리 확보.
업체는 출입봉쇄관리를 실시하여 종업자의 외부접촉을 줄여야 한다. 제조업체의 라인 작업자는 공장외출을 금지하며 기타 인원들은 공장외부 출입을 될수록 줄이며 라인 작업자들과의 교차접촉을 줄인다. 또 외부인원의 공장구역 및 거주구역 진입을 금지한다. 종업원은 반드시 마스크를 착용하고 작업한다. 내부 체온검사장소를 설치하고 사내 종업원의 건강상태를 매일 모니터링하고 규정에 따라 관련부서로 보고한다. 사내 식당의 위생관리를 강화하며 시간단계별 및 개개인별로 분산시켜 식사하도록 한다. 식당이 있는 업체는 식당에서 음식을 준비하여 종업원들은 단독으로 식사하도록 하며 식당이 없는 업체는 주문을 같이 하고 단독으로 식사토록 하여 될수록 종업원들이 모여서 식사함은 피면해야 한다. 또 신형 코로나 바이러스 전염병예방통제지침에 따라 생산재개로 직장복귀하는 종업원에 대한 개인건강보호지식양성제도를 제정하고 실시한다.
2.기업생산재개등록수속
중산시 산하 기업은 생산재개를 준비시 이상 여건 만족을 전제로 생산재개일 2일전에 기업소재 지 鎭/區관리부서에 등록신청을 제출한다. 등록신청수속시 “기업생산재개 등록표”（본문 하단 QR코드를 스캔하여 첨부파일 1을 다운）, ”생산재개기업전염병예방통제약속”(본문 하단 QR코드를 스캔하여 첨부파일2를 다운)를 제출하고 현장심사를 실시하고 허가받은 후 생산재개가 가능함. 자상한 등록절차은 각 鎭/區관련 부서에서 제정하며 전화로 문의가능함(본문 하단 QR코드를 스캔하여 첨부파일3을 참조바람). 도시건설,도로,급수 등 중산시소속 건설공사프로젝트 관련 업체는 시정부 관련부서에 등록수속을 제출한다.
3.기업의주체책임을다진다
기업은 전염병예방통제관련 주체책임을 감당하여 신형 코로나 바이러스 예방통제지침(광동성위생건강위원회홈페지참조)에 따라 예방통제조치를 엄격히 실시하고 생산재개에 필요한 사전준비를 철저히 확보하고 생산재개 후에는 일상적인 관리를 강화하여 합리한 생산계획과 종업원보호를 강구하여 안전생산을 확보한다. 의심환자가 나타나면 즉시 보고함과 동시에 격리보호조치를 취하며 허위보고,누락,늑장처리 등 사고를 근절해야 한다. 자각으로 사회적 감독과 정부의 검사에 호응해야 한다. ”4가지 확보”조건에 미달,사전등록없이 생산재개,관련지침에 따라 예방통제 주체책임을 감당하지 않음, 관련 규범위반으로 사태가 엄중해 지거나 확진환자가 나타남 등 불량 후과를 빚어낸 기업에 대하여 법적책임을 묻는다.

Con el fin de implementar los requisitos de la reacción de primer nivel para las emergencias de salud pública de la provincia de Guangdong, prevenir de manera efectiva la propagación de la neumonía del nuevo coronavirus, consolidar la responsabilidad principal de la prevención y control del virus por las empresas, así como promover la segura y reglamentada reanudación de trabajo de las empresas de la ciudad, se emite el presente anuncio:
En la actualidad, frente a una delicada situación de la prevención y control de la neumonía del nuevo coronavirus, para reducir la concentración de personas en los lugares de trabajo y bajar el riesgo de difusión y propagación de la epidemia, insistimos en las "Tres Sugerencias, Una Obligación y Una Prohibición".
Tres Sugerencias: sugerimos que las empresas, salvo las que se dediquen a la prevención y control de la epidemia y las necesidades primarias de los ciudadanos, aplacen adecuadamente la reanudación de trabajo; sugerimos que las empresas reanuden el trabajo de forma rotatoria, los personales que no sean de puestos clave aplacen su retorno a los puestos laborales; sugerimos que las empresas que estén en condiciones utilicen llamadas telefónicas, el Internet y otras maneras flexibles para el trabajo en casa.
Una Obligación: durante el período de prevención y control de la epidemia, las empresas que tengan plan de reanudar el trabajo serán registrados. Las empresas deben seguir estrictamente las directrices de la provincia de Guangdong para la prevención y control de la neumonía del nuevo coronavirus de las personas y lugares clave, asegurando los denominados Cuatro Cumplimientos, que son los del mecanismo de prevención y control, de la inspección del personal, de la disposición de instalaciones y materiales, así como de la gestión interna. Las empresas no podrán reanudar el trabajo antes de registrarse en las autoridades dirigentes para la prevención y control del virus de los distritos en que están ubicados.
Una Prohibición: se prohíbe estrictamente la reanudación de trabajo de las empresas que no cumplan los requisitos de los Cuatro Cumplimientos y no estén registradas.
I. Condiciones para la reanudación de trabajo.
Excepto las empresas de las categorías especificadas en el artículo 1 de Yuefu Mingdian [2020] No. 6 (detalles), después de las 24:00 del 9 de febrero, todas las empresas que soliciten la reanudación de trabajo antes del levantamiento de la reacción de primer nivel para la epidemia deben cumplir las siguientes condiciones:
(1) El cumplimiento del mecanismo de prevención y control. Las empresas deben especificar el mecanismo interno de responsabilidad para la prevención y control de la epidemia, establecer el sistema de prevención y control de la epidemia, aclarar las responsabilidades de los responsables principales, secundarios y los de departamentos y talleres, así como elaborar el plan de prevención y control de emergencias y el plan de implementación para la reanudación de trabajo y producción.
(2) El cumplimiento de la inspección del personal. Las empresas deben reforzar la inspección de la salud de los empleados que regresen a los puestos de trabajo, convencer a los empleados que provengan o hayan estado en las zonas clave de la epidemia o hayan tenido contactos cercanos de alto riesgo que se queden en el lugar donde viven y no regresen de momento a Zhongshan. A los empleados que provengan o hayan estado en las zonas clave o hayan tenido contactos cercanos de alto riesgo se les evaluará caso por caso, asegurando el cumplimiento del aislamiento y observación de 14 días y la muestra regular de la temperatura corporal antes de su regreso al puesto de trabajo.

Las empresas que no estén en las condiciones mencionadas deben supervisar a los empleados a quedarse en casa o alojarse en los hoteles o lugares asignados por los distritos, para llevar a cabo la observación clínica aislada de 14 días.
(4) El cumplimiento de la gestión interna. Las empresas deben implementar una gestión de acceso cerrado, reduciendo así los contactos entre los empleados y con el exterior. Los empleados de puestos productivos están prohibidos la salida de la empresa y el resto del personal están limitados la salida y entrada en la empresa y tener contactos con los empleados de puestos productivos. Las personas no pertenecientes a las empresas están prohibidas a entrar en las zonas de trabajo y vida. Las empresas deben llevar a cabo la ventilación, la desinfección, la gestión sanitaria y de las zonas de aislamiento. Los empleados deben ponerse mascarillas antes de acudir a los puestos de trabajo. Las empresas deben disponer puntos de supervisión de la temperatura corporal y examinar diariamente la temperatura corporal del personal e informar a las autoridades superiores de la situación según las estipulaciones concernientes. Además, deben reforzar la gestión sanitaria de los comedores del personal. Los empleados deben comer de forma separada y rotatoria. Las empresas que cuenten con comedores deben suministrar la comida de una vez y repartirla de forma separada; las que no cuenten con comedores, deben ordenar la comida de forma concentrada y repartirla de forma separada, evitando así la concentración de empleados durante la comida. 2. La gestión del registro para la reanudación de trabajo

Tras la evaluación insitu y el registro las empresas podrán reanudar el trabajo. Los procesos específicos del registro serán estipulados por las autoridades de los distintos distritos. Las consultas sobre el registro serán atendidas vía teléfonos de atención de los distritos para la prevención y control de la epidemia (vean el anexo 3 escaneando el QR en el final del artículo). En cuanto a las obras públicas gestionadas por el ayuntamiento como la construcción urbanística, el transporte y el agua portable, serán las entidades constructoras las que solicitan los trámites ante las autoridades reguladoras de los sectores concernientes.
3. La especificación de la responsabilidad principal de las empresas
Las empresas deben asumir la responsabilidad principal de la prevención y control de la epidemia, implementar estrictamente las medidas de prevención y control de la epidemia conforme a las instrucciones de prevención y control de la neumonía del nuevo coronavirus (véanse en la página portal del Comité de Sanidad y Salud de la provincia de Guangdong). Antes de la reanudación de trabajo deben hacer bien los preparativos y después, deben fortalecer la gestión diaria, racionalizar los planes de producción y la protección del personal, y fomentar la seguridad en la producción. Cuando haya casos sospechosos, deben informar de inmediato y tomar las medidas correspondientes como el aislamiento. Deben evitar contundentemente la ocultación y omisión de los casos epidémicos y las respuestas atrasadas. Deben aceptar conscientemente la supervisión social y la inspección del gobierno. Las empresas que no cumplan con las condiciones de los "Cuatro Cumplimientos", las que reanuden el trabajo sin estar registradas, las que no hayan cumplido la responsabilidad principal de la prevención de la epidemia según las regulaciones concerniente, y así como aquellas que tengan altos riesgos epidémicos y casos confirmados de la neumonía a causa de no cumplir los requisitos de las regulaciones, asumirán las correspondientes responsabilidades legales.
La fecha de anulación de las medidas del registro de reanudación de trabajo será anunciada según el avance de la situación de prevención y control de la epidemia. 关于加强企业安全有序复工管理的通告
为落实广东省重大突发公共卫生事件一级响应要求，有效防止新型冠状病毒感染的肺炎疫情扩散蔓延，夯实企业疫情防控主体责任，推进全市企业安全有序复工，现就有关事项通告如下：
当前，新型冠状病毒感染的肺炎疫情防控形势严峻，为了减少工作场所人员集聚，降低疫情传播和扩散风险，坚持“三提倡、一必须、一严禁”。
三提倡：提倡非疫情防控必需、非市民生活必需的企业适当延迟复工；提倡企业错峰复工，非关键岗位人员延后返岗；提倡有条件的企业采取电话、网络等灵活方式在家办公。
一必须：疫情防控期间对计划复工企业实行备案管理，企业必须严格按照广东省新型冠状病毒感染的肺炎重点场所重点人群预防控制系列指引，确保防控机制到位、员工排查到位、设施物资到位、内部管理到位等“四个到位”，经所在地镇区疫情防控指挥部予以备案后方能复工。
一严禁：严禁不满足“四个到位”条件、未经备案企业擅自复工。
一、企业复工条件
除粤府明电〔2020〕6号文第一条明确的企业类型外（详情），2月9日24时后至市疫情一级响应解除前企业申请复工，必须符合以下条件：
（一）防控机制到位。企业要明确疫情防控的内部责任机制，建立疫情防控管理体系，明确主要负责人、分管负责人及部门车间班组负责人的工作职责，制定疫情防控应急预案和复工生产实施方案。
（二）员工排查到位。企业要加强返岗返工人员健康监测工作，规劝来自或去过疫情重点地区或有密切接触史的员工留在当地暂不返回中山复工。对来自或者去过疫情重点地区或有密切接触史的员工建立“一人一档”，确保其隔离观察14天并经体温测量正常后方可上岗。
（三）设施物资到位。企业要准备必需的防控物资，做好口罩、测温仪、消毒水等疫情防控物资保障工作。企业要落实隔离场所，有集体宿舍的企业，要设置临时隔离场所，安排相对独立房间作为疫情发生地返岗人员临时隔离场所；不具备条件的企业，要督促员工居家隔离或到各镇区指定酒店、场所进行隔离医学观察14天。
（四）内部管理到位。企业要实施封闭管理，减少员工与外界接触。生产性岗位员工禁止外出，其余人员限制出入及与生产性岗位员工的交叉接触，禁止外来人员进入厂区、生活区。做好场地的通风、消毒和卫生管理及隔离区管控。员工必须佩戴口罩上岗。设立企业测温点，每日监测员工身体状况并按规定上报情况。加强职工食堂卫生管理，员工分开、分时段用餐，有食堂的集中供餐，独立分餐；没有食堂的，集中订餐，独立分餐，尽量避免员工集聚用餐。按照预防新型冠状病毒感染肺炎疫情指引要求，建立和落实复工上岗前个人防护知识全员培训制度。
二、企业复工备案办理
全市各类企业复工，在具备上述条件的情况下，至少提前2日向企业所在地镇区提出备案申请，提交《企业复工备案表》（扫描文末二维码下载附件1）及《复工企业疫情防控承诺书》（扫描文末二维码下载附件2），经现场复核，予以备案后方可启动复工。具体备案流程由各镇区制定，各镇区疫情防控咨询电话接受备案咨询（扫描文末二维码查看附件3）。房屋市政、交通、水务等市管建设工程项目，由施工单位向市各行业主管部门办理备案手续。
三、落实企业主体责任
各企业须切实承担起疫情防控主体责任，按照新型冠状病毒感染的肺炎预防控制指引（详情可登录广东省卫生健康委员会网站），严格落实疫情防控措施，复工前必须做好充分准备，复工后加强日常管理，合理安排生产计划和人员防护，强化安全生产。发现疑似病例的应当立即报告，采取隔离防护等相应措施，坚决杜绝出现疫情不报、漏报、处置不及时等情况发生。应自觉接受社会监督，接受政府检查。不满足“四个到位”条件、未经备案擅自复工或未按要求落实有关防疫主体责任的，以及因不符合规范要求导致出现疫情防控重大风险、出现确诊病例等不良后果的企业，将承担相关法律责任。
本通告中企业复工备案措施解除时间视疫情防控形势另行通知。本通告由中山市新型冠状病毒感染的肺炎疫情防控指挥部办公室负责解释。
